One of the many reasons behind the popularity of LPG in the Indian market is that the gas connection is subsidised by the government, making it easy on the pocket for most citizens. However, to receive the benefits of LPG subsidy, it is imperative that one links his or her Aadhaar to LPG connection. To avail LPG subsidy, gas connection holders can link their Aadhaar number with their LPG connection. Now, an essential point to be noted is that before an individual can link their Aadhaar to the LPG gas connection, he or she needs to ensure that it is first linked with the holder’s bank account. It will be on this bank account that the subsidy is transferred to, under the direct benefit scheme.
There are many options by which an individual can link their Aadhaar number to LPG gas connection. To begin with, one can visit the website of Remote Aadhaar Seeding Framework (RASF), developed by the UIDAI, and follow the seeding procedure. Other options include calling the LPG gas company’s call centre or sending an SMS in a particular format to the number provided by LPG gas company or via the Interactive Voice Response System. If one wishes to link the two through the offline mode, then the individual needs to download the required form from the gas company’s official website, fill in the necessary details and submit the application by visiting the nearest distributor’s office or sending a post.
Direct Benefit Transfer scheme or DBT was introduced by the government on 1 January, 2013 in an attempt to improve the mechanism by which subsidies are transferred. The advantage of this program is that it transfers subsidies directly into the bank accounts of the beneficiaries. Direct Benefit Transfer for LPG consumer aims to improve the subsidy administration of LPG across the nation. Under this, an LPG-connection holder will get the cylinder at full market price (minus VAT) and the difference amount (between the full market price and subsidized price) will be transferred to the individual’s bank account.
To become eligible for this scheme, an individual has to first become a Cash Transfer Compliant (CTC) consumer. For doing so, the individual needs to make sure he or she has i) linked the Aadhaar number to LPG consumer number and ii) linked Aadhaar number to the bank account. Once these two steps are taken care of, the CTC consumer will receive the LPG subsidy directly to his or her bank account. LPG gas-connection holders can link their bank account with their Aadhaar through a number of means. This includes internet banking, phone banking, ATM, mobile banking app or visiting one of the branches.

The PAHAL scheme covers 291 districts. As per the scheme, an individual is required to link his or her Aadhaar number with the LPG connection for availing subsidy. The scheme, which was launched on 1 June 2013, was modified and re-launched in 54 districts on 15 November 2014.
Under this scheme, an individual is given a subsidy, which is directly transferred to the user’s bank account. While there is the option of linking or not linking Aadhaar with bank account, it is generally recommended to link the two since it enables direct transfer of funds. Now, the first option to receive the subsidy is by linking with Aadhaar. Here, the bank account and LPG connection have to be linked to Aadhaar and the subsidy gets transferred directly to the bank account. In the second option, if an LPG consumer is without an Aadhaar number, then the individual will not be denied LPG subsidy for not having an Aadhaar number. Instead, the individual can provide bank account-related information to the LPG distributor for capture in LPG database or present the bank with the 17-digit LPG consumer information .
To avail LPG subsidy, a user has to provide declaration of income. According to the government directive, LPG subsidy shall not be made available to LPG consumers if the taxable income of the individual or his or her spouse is higher than Rs. 10,00,000 during the previous financial year, as per the Income Tax Act, 1961.
Another important point that needs to be noted is that the LPG connection should be in the name of the individual who is availing the subsidy. Also, the person who has the LPG connection needs to have a bank account which is in his or her name. If there isn’t one, then it is important to open a bank account right away.
