An application for a duplicate learning license in Bihar can be made online through parivahan.gov.in/parivahan/ or at the RTO. The applicant will have to submit the above documents to the RTO and also fill and submit the application form. The applicant will then have to visit the RTO for verification of the documents on the basis of which the duplicate LL will be issued.
