A duplicate driving license in Tamil Nadu is issued to an individual whose original learning license is stolen, lost or damaged. If the learning license is stolen, then an applicant will have to file an FIR in the jurisdiction where he lost his learning license. The applicant will have to submit a written application to the RTO stating the reason for obtaining a duplicate LL.

The Motor Vehicles Act, 1988 makes it mandatory for an individual to appear and pass the learning license test to be able to apply for a Tamil Nadu driving license. The application for the learning license test can be made either online or offline at the RTO. An application fee will have to be paid to appear for the test. Once the fee is paid, the applicant can appear for the LL test. The Tamil Nadu learning license test is conducted in the presence of a Motor Vehicles Inspector who assesses the applicant’s knowledge of various traffic rules and regulations. Depending on the qualification of the applicant, the test is conducted either online or offline. If the applicant passes the LL test, the learning license is issued to him via courier. On failing the test, the applicant can re-appear for the LL test after 7 days.
The applicant can apply for a permanent DL in Tamil Nadu after 30 days or before 180 days from the date of issuance of the learning license.
