• The applicant will be directed to parivahan.gov.in/, the Ministry of Road Transport and Highways Website

• Click on apply online and select learning license
• Fill and submit the application form
• Upload the documents online
• Pay the application fees
• Book the learning license test slot online. If the applicant is unable to book the test slot online, then he will have to visit the RTO and do so.

Offline application process for obtaining a learning license in Uttarakhand

• Visit the nearest RTO office
• Collect the application form or download the form online through transport.uk.gov.in
• Fill the form with appropriate details
• Submit the form to the RTO with the required documents
• Make the payment of the application fees
• Ask an RTO test official to schedule a slot for the learning license test
• Appear for the learning license test on the given date and time
• Pass the test to obtain the Uttarakhand learning license
