Operating under the Motor Vehicle Act 1988, the Regional Transport Office (RTO) of Haryana is part of the Transport Department of Haryana. It is tasked with issuance of registration certificates and driving licences, maintaining traffic rules and regulations, and playing a major role in maintaining all transport-related activities in the state.

Vehicles in Haryana need to be registered at the Haryana RTO. There is a simple procedure of getting a permanent registration certificate in Haryana:
Any private vehicle needs to re-register for RC 15 years after the date of issuance of the original RC in the state of Haryana. After filing form 25 and submitting the required documents, the vehicle will be inspected again at the RTO, after which renewal of RC will be processed.
The car will be re-inspected and checked if it is still road-worthy or not, after which re-registration will take place.
Vehicle owners that are permanently shifting their address from another state to Haryana need to re-register their vehicle in a Haryana RTO. This process requires the vehicle to have a NOC from the previous RTO which can be obtained by filling form 28. In case a vehicle’s possession is transferred to a different person (due to sale, inheritance or auction), the vehicle’s registration certificate needs to be updated with the new owner’s details.
